Background

Iraq, as a crucial logistics hub in the Middle East, has made significant progress in improving customs efficiency and ensuring the security of cross-border trade in recent years. As global trade flows become increasingly frequent, ensuring the safety, transparency, and efficient clearance of goods has become a core mission for Iraq Customs. To address these challenges, the Iraq Customs Authority has partnered with Jointech to introduce an innovative electronic seal tracking system, deeply integrating it with the TIR (international customs transit system for goods) system, marking a new chapter in Iraq Customs' digital transformation.

First International TIR Transit Shipment of Iraq Customs

Recently, the Iraq Customs Authority announced the successful receipt of its first international transit shipment. The goods, originating from the Islamic Republic of Iran, entered Iraq via the Shalamcheh border crossing and were transported to Kuwait through the Safwan border crossing. The entire journey adhered to the TIR Convention and utilized internationally recognized Jointech electronic seals and a cargo tracking system, marking a significant step forward for Iraq in the field of international transportation and logistics.

Jointech Electronic Seals in Iraq Customs: Ensuring Cargo Security and Transparency

The Iraq Customs Authority adapted Jointech’s GPS electronic seals as a key tool to enhance security monitoring during cross-border transportation. This system enables real-time tracking of shipments through electronic seals, ensuring the integrity and security of each shipment from its point of origin to its destination. Particularly for high-value goods such as pharmaceuticals and medical supplies, Jointech electronic seals provide robust technological support to customs.

The electronic seal system integrates GPS tracking technology with dedicated communication channels, ensuring that the status of each seal is transmitted in real-time to the central computer system of Iraq Customs. This enables real-time monitoring and reduces the risks associated with human intervention, while improving operational efficiency and ensuring transparency and accuracy of the data.

Integration with the TIR System: Enhancing Cross-Border Transportation Efficiency

The TIR system, a global standard for international transport, aims to simplify customs procedures and facilitate the rapid flow of goods. The integration of Iraq Customs with the TIR system has significantly enhanced the effectiveness of Jointech electronic seals. By providing a unified international standard, the TIR system allows cross-border goods to pass seamlessly between customs in different countries, reducing the complexity of customs procedures and delays.

With the TIR system, customs authorities can ensure the safety and compliance of goods without the need to physically open them. The real-time data transmitted by Jointech electronic seals allows customs officials to monitor the status and location of shipments, ensuring a higher level of security, efficiency, and compliance for cross-border transport, both within Iraq and at customs in other TIR member countries.

Strengthening Customs Supervision and Combating Smuggling

The combination of Jointech electronic seals and the TIR system not only improves customs clearance efficiency but also significantly enhances Iraq Customs' ability to combat smuggling and illicit transport. The real-time monitoring capabilities of the electronic seals allow any unauthorized tampering to be immediately detected, preventing smuggling and cargo manipulation.

This technology provides a robust safeguard for the security of goods throughout the transport process, ensuring safe and reliable delivery from start to finish while reducing the occurrence of smuggling and other illegal activities.

Digital Transformation: Advancing Modern Customs Management

The integration of the Jointech electronic seal solution with the TIR system not only boosts customs operational efficiency but also ensures the safety and transparency of goods transportation. This initiative represents a solid step toward digital and intelligent customs management for Iraq.

The Director General of Iraq Customs stated that the successful implementation of the first TIR transit shipment reflects the tangible progress Iraq Customs has made in administrative reform and digital transformation. By adopting electronic seals and digital cargo tracking systems, Iraq Customs is delivering safer, faster, and more transparent cross-border trade services.

He further emphasized that Iraq Customs is steadily advancing its goal of turning Iraq into a regional logistics hub, connecting neighboring countries and serving international supply chains with trusted and secure services.

Looking Ahead

With the successful application of Jointech electronic seals under the TIR framework, Iraq Customs provides a digital customs management model that can be replicated by other countries. As the electronic seal system continues to expand, Iraq is poised to play an increasingly key role in the global supply chain and become a crucial transit hub for cross-border transportation.

The TIR system is also essential to the success of Iraq's strategic project, the Development Road, which aims to connect the southern and northern regions of the country. This project will serve as an effective trade route linking Asia, the Gulf Cooperation Council (GCC) countries, Turkey, and Europe. Through this, Iraq will further enhance its position as a regional and international logistics hub, contributing to smoother trade flows and more efficient cross-border transportation.

The Director General of Iraq Customs concluded by highlighting that Iraq Customs will continue to lead with a modern institutional vision, prioritizing sustainable development, security, and transparency as the core pillars of building an advanced customs system. In the future, Iraq will not only strengthen its position as a logistics hub in the Middle East but will also play a more significant role in global cross-border trade.
