1. The Customs Challenge: Connecting Cargo Security with Transport Documentation

Belarus occupies an important position along international freight corridors connecting markets across Eurasia.

For customs authorities, supervising goods in transit requires reliable information about the shipment, its movement, physical security status, and associated transportation documents.

These requirements become particularly important when cargo travels long distances between border crossings and other designated control points.

Cargo Visibility and Integrity

Traditional customs supervision relies on transport documentation, physical seals, declarations, and controls at designated locations.

Electronic Cargo Tracking Systems supplement these procedures with connected location and electronic security-status information.

By associating the monitored cargo unit with an electronic security device, authorized operators can review relevant movements and security events during transportation.

International Road Freight Documentation

Cargo monitoring also depends on transportation records that identify and describe the shipment.

For international road freight, the electronic consignment note (e-CMR) provides a framework for replacing paper-based CMR documentation with electronic records.

Belarus acceded to the Additional Protocol concerning the Electronic Consignment Note in February 2019, with the protocol entering into force for the country in May 2019.

Within this environment, the Jointech application addresses a practical requirement: supporting interaction between electronic cargo monitoring and e-CMR documentation associated with supervised road transportation.

Local Operating Conditions

Equipment installed on freight vehicles must also be suitable for actual transportation environments.

Belarus's winter climate introduces considerations involving low temperatures, outdoor exposure, power management, communications, and equipment maintenance.

Together, these needs create an ECTS operating environment in which physical cargo security, digital documentation, and long-term device suitability must be considered as related requirements.

2. Jointech's ECTS Technology Contribution

Jointech supplied JT701 and JT709A electronic cargo security devices through local partners beginning in 2019.

These technologies connect physical cargo security with positioning and relevant device-status information used in electronic cargo monitoring.

The Belarus application also includes a customized function supporting e-CMR exchange within the road freight supervision workflow.

Electronic Cargo Security and Positioning

JT701 and JT709A technology contributes positioning and electronic security-status information associated with monitored cargo movements.

Within a compatible monitoring environment, this information can be linked to a transportation task, supporting cargo visibility, journey traceability, and the review of relevant security events.

For customs applications, the relationship between the electronic security device and the secured cargo unit is as important as the position of the transport vehicle.

Customized e-CMR Exchange Support

A distinctive element of the Belarus project is its customized support for electronic international road consignment note (e-CMR) exchange.

Developed around local customs operating requirements, this capability supports access to and exchange of relevant e-CMR information within the designated transportation monitoring workflow.

The function connects electronic cargo security with international road freight documentation.

This extends the application beyond conventional positioning and electronic sealing, allowing cargo monitoring information and transport documents to be handled within a more connected supervision process.

The capability forms part of Jointech's project-specific ECTS technology contribution, while the wider national operating environment is managed by the relevant authorized organizations.

Cooperation with Local Partners

The equipment was supplied through local operators and system integration partners.

These organizations coordinate the relevant national monitoring tasks, operating procedures, and system-level arrangements.

Jointech contributes electronic cargo security technology and the customized documentation functionality supporting the Belarus application.

3. Field Application: Connecting Monitored Cargo with e-CMR Information

In a customs ECTS application, the physical cargo movement must remain associated with its electronic security device and relevant transportation record.

A typical monitoring task involves device assignment, installation, activation, in-transit monitoring, review of applicable events, and task completion through the authorized operating procedure.

The Belarus application adds a documentation-related capability to this process.

e-CMR Exchange in the Road Transport Workflow

The customized e-CMR exchange function supports interaction with electronic international road consignment note information associated with a monitored shipment.

During road freight supervision, authorized personnel can access relevant electronic transport documentation through the designated monitoring workflow.

This connects three elements:

Secured Road Freight → Electronic Cargo Monitoring → e-CMR Document Exchange

The practical value lies in maintaining a closer relationship between the physical shipment, its electronic security status, and the documentation used in international road transportation.

4. Long-Term Application in Belarus's Winter Environment

Electronic cargo tracking technology used in customs operations must be suitable for the conditions encountered during actual transportation.

In Belarus, severe winter weather is an important consideration for connected security devices installed on freight vehicles.

Low temperatures, outdoor exposure, and extended journeys can affect battery behavior, communication availability, physical handling, and equipment maintenance requirements.

These conditions make technical specifications and lifecycle planning important parts of ECTS deployment.

Jointech's JT701 and JT709A application in Belarus provides practical experience with electronic cargo security technology used in a cold-weather operating environment.

The equipment has remained in use beyond the original application period while the wider customs monitoring environment has continued to develop.

For long-term ECTS applications, this experience highlights the importance of evaluating field suitability and ongoing operational requirements alongside the initial technology deployment.

5. From National Monitoring to EAEU Cross-Border Supervision

Belarus introduced navigation seal-based transportation tracking in 2018, establishing national experience before the common EAEU mechanism was launched.

The EAEU subsequently developed a framework for monitoring designated international cargo movements using electronic navigation seals.

The relevant agreement entered into force on April 3, 2023.

Following preparations involving participating countries, authorized operators, and technical systems, phased implementation of cross-border navigation seal monitoring began on February 11, 2026.

Building on National Experience

According to the State Customs Authorities of Belarus, the country's existing navigation seal monitoring experience was taken into account during preparations for the regional implementation.

The official February 2026 announcement documented electronic navigation seal use during the launch of the EAEU cross-border mechanism.

Coordinating Monitoring Across Borders

When cargo moves between national jurisdictions, effective supervision depends on maintaining relevant relationships among the shipment, electronic security device, transportation records, and authorized monitoring systems.

Regional interoperability requires compatible operating procedures and information exchange between national organizations.

It therefore involves more than location tracking alone.

Continued Application of Jointech Technology

Jointech's Belarus customs-related application began before the EAEU regional mechanism entered its implementation phase.

As the Belarus monitoring environment evolved and became connected with the regional framework, Jointech electronic cargo security technology remained in use.

The wider national monitoring infrastructure and cross-border system coordination are managed by the responsible authorities and authorized operating organizations.

This project illustrates how established ECTS technology applications can continue supporting customs supervision as national and regional operating arrangements develop.
